The port of Los Angeles forced the liner company to clean up empty containers faster
According to foreign media reports, as the latest measure to alleviate port congestion, the port of Los Angeles recently announced a new proposal. For the storage of empty containers on the wharf for nine days or more, the port authority of Los Angeles plans to charge another high surcharge to the liner company. For empty containers that exceed the storage period, USD 100 / container will be charged on the first day of exceeding the storage period, and then the charging standard will be increased by USD 100 per container every day. It is said that the plan is expected to take effect on January 30 and needs to be approved by the Los Angeles port authority. The next meeting of the port authority committee will be held on January 13.

No matter what the motivation of Los Angeles port is, whether it can alleviate port congestion and supply chain congestion will not be commented for the time being. The proposal is similar to the "container overdue detention fee" levied on imported heavy containers at the end of October last year. (applicable to imported containers that stay for more than 9 days in local truck transportation and more than 6 days in railway transportation, USD 100 / container will be charged on the first day of delay, and then the charging standard will be increased by USD 100 per container every day in a progressive manner.) Up to now, the plans of Los Angeles and long beach ports to impose extended detention charges on imported heavy containers have been postponed for seven consecutive weeks, and have not been implemented so far. In addition, according to foreign media reports, as a joint initiative to levy a "container overdue detention fee" on imported heavy containers, Changtan port has not announced the same plan for empty containers.

It is reported that the superposition of epidemic situation and supply chain problems poses great challenges to logistics suppliers for many reasons and complex: supply and demand fluctuations, changes in consumption patterns, procurement of alternative products, community blockade, overload operation of infrastructure and labor shortage, etc. Service reliability and business model have experienced extreme challenges. Only with the active participation of all parties in the value chain represented by cargo owners, liner companies and ports, and through joint efforts, cooperation and dialogue, can we overcome the current challenges and establish a stronger and reliable supply chain for customer service. In any case, we can not ignore that the port should not only play the role of transportation hub as the key node of the supply chain, but also play an increasingly prominent role in related trade, industrial cluster and energy portal such as land infrastructure construction, storage yard and storage space, labor and container truck.
